Variety Dynamics: Because Systems Science Cannot Address Most Real-World Systems Problems
Abstract
Carlos Flores Alcocer, presented Systemic Strategic Thinking as an Effective Tool for Fostering Integral Development of Regions in the Mini Symposia series. His presentation introduced In this presentation, we will give a broad view of how we have been using a Systemic Strategic Management Model to promote an integral development of nations, regions, states and organizations from the public, private and civil society sectors, through an active participatory process. Along this, we have been making an intensive usage of interactive management and related systemic methodologies, to assure the involvement, contributions and commitment of the relevant actors involved. We decided to use a real project carried out recently for an east-southern State of Mexico, Chiapas.
The presentation outlines a systemic strategic-management approach applied to the State development of Chiapas, integrating a comprehensive diagnostic, the construction of a shared 2030 vision, and the formulation of strategic lines designed to transform the state’s economic, social, institutional, and territorial conditions. Through analytical instruments such as the aggravation map, prospective visioning, and the prioritization of strategic interventions (projects), the framework establishes a methodological architecture that identifies structural problems, ranks critical areas of action, and guides long-term decision-making.
Furthermore, the Chiapas 200 Initiative (ICHS200) is presented as an implementation model grounded in strategically aligned projects managed through a formal project-life-cycle structure. The proposal integrates dimensions of governance, infrastructure, competitiveness, and social inclusion.
It ends with a proposal for going further down using the Systemic Strategic Management model for the Soconusco (an ancient region of Chiapas that goes back to 500 BC), taking advantage of a resulting project from the ICS200, the Tapachula Development Pole, which will start its implementation this coming January. It comprises a special industrial area, with attractive fiscal treatment, contains an intermodal hub and is expected to become a key territorial catalyst within the broader South–Southeast corridor of México.
Overall, the document demonstrates that the alignment of vision, strategy, and projects constitutes the essential mechanism for converting regional potential into sustainable development and socioeconomic progress.
